APPLICANT REQUESTS THAT:

The Date of Rank (DOR), of his promotion to Major, O-4, be 
changed from 13 October 2012, to 2 March 2012.

APPLICANT CONTENDS THAT:

He met a federal recognition examining board on 2 March 2012.  
He was selected for promotion and the official promotion packet 
was submitted through normal channels; however, due to unknown 
reasons, the packet emailed on 11 April 2012, by Joint Force 
Headquarters Iowa (JFHQ-IA) Air National Guard (ANG), was never 
received at NGB/A1P.  He was reconsidered by another federal 
recognition examining board on 13 October 2012, and selected for 
promotion to Major, again.  The board and the Force Support 
Squadron (FSS) personnel advised him that proper documentation 
would be provided to request his promotion date be re-published 
as 2 March 2012, instead of 13 October 2012. 

In support of his request, the applicant submits copies of 
memorandums from his commander and the Force Support Squadron 
personnel, his promotion packet, and email correspondence 
pertaining to the promotion process.

STATEMENT OF FACTS:

The applicant is currently serving in the Air National Guard in 
the grade of Major O-4.

AIR FORCE EVALUATION:

NGB/A1PO recommends approval.  A1PO states that the applicant 
originally met a promotion board on 2 March 2012.  His selection 
for promotion was submitted to NGB/A1PO; however, they never 
received it.  He subsequently met another promotion board on 
13 October 2013.  He was selected and processed for promotion on 
a later list and was promoted with an effective date of 
25 March 2013.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 3 March 2014, for review and comment within 30 days 
(Exhibit C).  To date, a response has not been received.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.  

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or an injustice warranting 
corrective action.  We took notice of the applicant’s complete 
submission in judging the merits of the case and agree with the 
Air Force office of primary responsibility determination that a 
change to Date of Rank (DOR) and Promotion Effective Date is 
warranted.  In this respect, we agree it is through no fault of 
the applicant that an administrative error occurred in the 
processing of his promotion.  Accordingly, we recommend his 
records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to APPLICANT, be corrected to show:

	a.  His Date of Rank (DOR) be changed from 13 October 2012 
to 2 March 2012.  

	b.  His Promotion Effective Date be changed from 
25 March 2013 to 25 September 2012.
